Dr. Alan Dobson
Independent Consultant, formerly Her Majesty’s Inspector for Modern Foreign Languages (Inglaterra)
Formerly a teacher of languages, Dr Alan Dobson was for many years one of Her Majesty’s Inspectors of Schools (HMI). Between 1991 and 2002 he was the senior HMI for modern foreign languages for England.
Since 2003, Alan has been extensively involved in the independent monitoring and evaluation of language education projects, including the Bilingual Education Project (BEP) Spain run jointly by the British Council and the Spanish Ministry of Education. Since 2013, he has been regularly invited to Latin America as a consultant on various aspects of bilingual education. He was the independent evaluator for the EU’s LUCIDE1 project (2011-2014) and for the ‘Professional Language Networks’ project (2014-2017), an initiative of the Mayor of London.
Alan has wide international experience in the field of language policy, for example as the UK member of the EU Expert Group on Languages (2002-2008), and in various roles with the Council of Europe (COE). He was Co-Chair of the COE Modern Languages Project Group, when the Common European Framework of Reference (CEFR) was being developed. Between 2008 and 2011, he served as elected Chair of the Governing Board of the COE’s European Centre for Modern Languages (ECML) in Graz (Austria).
